1. Purpose of the Task Force Fund
The Task Force for International Cooperation on Holocaust Education, Remembrance and Research (ITF) will use the Task Force Fund to support projects with countries that wish to intensify their work in the fields of Holocaust education, remembrance, and research.
The sponsored projects shall further knowledge, primarily about the Holocaust in the context of Nazi genocidal policies, and consider questions relating to the dissemination of this knowledge. They will take into account the specific history of the crimes as regards both the countries concerned and the different persecuted groups.
In passing on this knowledge, the projects will build on the existing cultures of remembrance of the Holocaust in various countries, advance civic education, and relate, where appropriate, to anti-Semitism, racism, and present-day forms of genocide and ethnic cleansing.
2. Measures Worthy of Support
Within the framework of the 'Guidelines on the Types of Projects That May Be Eligible for Financial Support', activities in the field of education, remembrance, and research can potentially be assisted with grants. Bearing in mind the budgetary constraints to which the ITF is subject, assistance can only be provided for projects from institutions and organisations located in regions or countries where Holocaust education and research face severe resource constraints.
3. Financing
The Task Force Fund will receive contributions from the members of the ITF as well as donations from other sources. (It is understood that the Task Force will not take or seek donations for the Endowment Fund that would otherwise have been granted for survivors and other Holocaust-related activities.)
4. Members' Contributions
The members of the Task Force recommend an annual contribution of at least EUR 25,000 by each member able to contribute. Resources from the fund will be immediately available for use until the fund has acquired sufficient capital to finance projects from the yield thereof.

6. Administration of the Fund
The fund shall be held by Sweden. When the Task Force decides to use the fund for a project, the Chair will notify the Swedish Task Force representative to request transfer of the sum required. Transparency and accountability shall apply; any ITF member may request from the relevant parties any project information required, with a copy to the ITF Chair. The Government of Sweden will be accountable to the Task Force concerning accrual and outflow and general management of the fund. The Government of Sweden will audit the fund on a regular schedule. The audit reports will be made available to Task Force members by 31 March of each year. All costs of managing the fund, administrative or otherwise, will be borne by the Government of Sweden.
7. Dissolution
The Task Force Fund may be dissolved upon a majority decision of the Task Force. In that event, any remaining funds will be transferred to an organisation, which, upon the order of the ITF, will ensure its use in accordance with the aims and purposes of these Terms of Reference.
8. Amendments
These Terms of Reference can be amended by the Task Force as circumstances warrant.
